Intelligence approaches for protecting Tanzania’s path to a USD $1 trillion economy

Abstract
The paradigm shift in the national security posture is required by the
ambitious vision of the state of attaining a USD $1 trillion economy by 2050 to
be realized in the Development Vision 2050 of Tanzania. This paper will discuss
the essential nature of intelligence methods in protecting such an economic
path. With the United States and Europe as background on the use of
intelligence frameworks, the paper examines the manner in which economic
security has taken center-stage as a national security. It then puts these
methodologies into the context of the Tanzanian and East African context, with
an examination of the Tanzania Intelligence and Security Service (TISS) Act of
1996 and amendments of 2023. The paper assumes that an intelligence-based and
proactive response is required to prevent a variety of threats, such as
economic espionage, supply chain failures, critical infrastructure risks, and
instability in the region. By applying a thorough examination of open-source
intelligence (OSINT), systematic methods of analysis, and case analysis, the
paper suggests a multi-layered intelligence framework of Tanzania. This
framework focuses on the public-private partnerships, domestic intelligence
cooperation in East African Community (EAC) and incorporation of economic
intelligence into national policy making. The article concludes that it is only
through such methodologies that Tanzania will be able to safeguard its economic
development not only but also strengthen its strategic position as a regional
economic superpower.
